Katherine Carroll is a legal and public policy leader with more than 20 years of experience in financial services. Most recently, she led the Global Public Policy and Regulatory Legal teams at Stripe, a global technology company that provides financial infrastructure for businesses. Prior to joining Stripe, Katherine was a partner at the international law firm Cleary Gottlieb, where she was a nationally recognized regulatory lawyer and a founding partner of the firm’s Cybersecurity and Privacy practice. 

Katherine has been honored as a leading financial services regulatory lawyer by Chambers USA, the Legal 500 and the International Financial Law Review, and was named a “Technology Law Trailblazer” in 2019 by the National Law Journal. Katherine served in the U.S. Department of Defense under Presidents Clinton and Obama, most recently as Counselor to former Secretary of Defense Ash Carter. 

Katherine holds a J.D. from Yale Law School and an A.B. from Harvard College in Russian and Soviet Studies.
